Student Hourly Raise Processing
The student raise, effective August 14, will be processed by MSU Human Resources in the HR/Payroll System from August 22-26. Existing student employees who have an active record as of August 14 will receive a 3% increase to their current hourly wage. This includes student employees who are hired on August 13 or earlier. Please take this eligibility criteria into consideration when hiring new student employees.

Please note that retroactive pay increases or hires that are effective earlier than August 14 and are received after the raise has been applied, will result in the raise automatically being applied or will cause a recalculation of the 3% raise.

Note: The effective date of the student employee increase is set to the first day of the biweekly pay period that falls before the bi-weekly pay period that contains the fall semester start date. For this year, fall semester classes begin August 31, which falls during biweekly pay period 19. Therefore, the effective date of the raise is set to the start date of the previous pay period, which is biweekly pay period 18 that begins August 14.

If you have questions or concerns related to the student raise, contact the Student Employment Team at AVPHR.TOCStuEmployment@hr.msu.edu.

Graduate Assistant Raise
Apply the raise as described below to the most recent, highest applicable wage.

  • Teaching Assistants - Apply a two percent (2.0%) raise to all returning TAs, who meet the following requirements:
    • All graduate assistants who hold an TA appointment for Fall 2022 effective Aug. 16; and
    • Have previously held an TA appointment in Fall 2020 and/or Fall 2021 in the same unit as the Aug. 16 appointment.
  • Research Assistants and Teaching-Excluded Assistants - Apply a five percent (5%) raise to all returning TEs and RAs, who meet the following requirements:
    • All graduate assistants who hold a TE/RA appointment for Fall 2022 effective Aug. 16; and
    • Have previously held a TE/RA appointment in Fall 2020 and/or Fall 2021 in the same unit as the Aug. 16 appointment.

Example: Unit A has a level 2 TA/RA/TE employed in fall 2020 and fall 2021. This TA/RA/TE is returning in fall 2022. According to Unit A’s guidelines, the TA/RA/TE is eligible to move up to level 3. First, increase the TA/RA/TE's stipend to the level 3 stipend amount, followed by the pay increase. The unit must raise the minimum applicable stipend amount for level 3 if, after the application of the increase to level 3 and the pay increase, the TA/RA/TE is still not at the applicable minimum rate for their level and appointment percent.

What this means for departments
Departments are responsible for processing the raise for eligible TA/RA/TEs. To help determine eligibility, utilize the Business Intelligence (BI) Report – Graduate Assistant Listing-HRP060-A. Find this report through the BI tab in the HR/Payroll system: Public Folders > HR-Payroll Folder > University HR-Payroll Reports > OMPA –Organizational Management/Personnel Administration.

Forms processing scenarios and necessary actions
New stipend ranges are available in EBS as of 8/10/2022.  Apply the raise via the appointment form or a pay change request. If you haven't submitted appointments for fall semester yet, apply the increase when submitting the appointment. Pay change requests do not require a new offer letter if you enter the comment “2022 mandated raise”. If your department already has forms in process, process a pay change after the appointment(s) has been approved by MSU HR or request MSU HR reject the form(s). Make all requests to have forms rejected back to your department to the Academic Operations Team at AVPHR.AcademicOps@hr.msu.edu. If MSU HR has already approved forms, submit a pay rate change.

Offer letters signed by TA/RA/TE (regardless of status in the HR/Payroll system)
If your department has a signed offer letter from the TA/RA/TE, send them a communication specifying the change in stipend due to the raise. The TA/RA/TE is not required to sign this notice. Pay change requests do not require a new offer letter if you enter the comment “2022 mandated raise”. Please note that for any graduate assistant’s stipend that does not meet the minimum stipend range, MSU HR will automatically adjust the stipend to the new minimum rate.

Undergraduate Assistants and Professorial Assistants
Ensure salary rates are aligned with published rates when processing undergraduate assistants and professorial assistants’ appointment forms. If your department already has forms in process, process a pay change after the appointment(s) has been approved by MSU HR or request MSU HR reject the form(s). Make all requests to have forms rejected back to your department to the Academic Operations Team at AVPHR.AcademicOps@hr.msu.edu.
